It was reported last week, but it's apparently become official now and will go into effect as soon as next week.
So, the NPB team sets the posting fee in advance and it can go up as high as $20 million. Then MLB teams submit bids and all teams that bid the value that the NPB team set can negotiate with the player.
For example, Masahiro Tanaka's team will set the posting fee at $20 million and all 30 teams can then submit a bid. All the teams who submit bids of $20 million will get to negotiate with Tanaka.
Assuming the Cubs aren't idiots, they will bid $20 million and take it from there. They probably don't end up signing him and the amount he gets could be absurdly high due to the new system, but they have to at least bid the maximum amount here.

No, I wouldn’t want to play in this weather. I was happy as shit that our scrimmage was canceled. It’s too difficult to keep your footing and you play really tentative because you don’t want to slip and fall. But when I was a kid, hell yeah. We loved playing in this.
I went out and got some one inch spikes for my cleats but didn’t get to use them. We had a team scrimmage on Sat and the field was sloppy from rain and it was pretty difficult to keep my footing.

As I recall, Josh was making an argument that a teaspoon wasn’t a standardized unit of measure because of molecular alignment of the vessel or something. Julie had a good post and I understood one of her main points to be that prosecutors have a responsibility to take cases to trial if they believe their clients even if they will have tough time with the evidence. On the balance, I agree with that.
On the other hand, prosecutors also have a responsibility to spend public funds wisely and to manage the media circus. As one of the comments on Julie’s post said (inartfully, as I recall), the effects of false accusal on the (usually) male can also be devastating if the accusations are false. (Which I think was the case in the Duke Lacrosse episode, right? Or do I misremember?) Especially since the public makes up its mind before the jury does.
I’ve often wondered if we wouldn’t be better to reform our legal system’s SOP in some way to shield both the accuser and accusee from public disclosure of identity until a decision to prosecute has been made or the jury decides (whichever is last). At which point, transcripts can be released or whatever. If a rapist is convicted, it still becomes public. Perhaps a more private process would help to reassure women that they would be heard and that decisions would not just be made on the basis of conviction rates and the rep of the accused.

I’d be extremely hesitant to go forward in 2014 without Cutler. I think the Bears cut Peppers (obviously), get a long-term deal done with Melton, and franchise Cutler while drafting his replacement. Going with 3 QBs kinda sucks roster-wise but it’s the best decision with the makeup of the team IMO. If you don’t re-sign Cutler, you’d have to get someone besides McCown to start, as good as he’s looked thus far.

I agree Ryno. The franchise tag for QBs is $16 million. That is a lot of money to allocate to a position that seems to be easily filled. Seeing the success McCown has had should make that clear to anyone. Besides needing to sign Melton to a long term deal, the Bears have the following players becoming free agents at the end of this season:
Tillman
Jennings
Bowman
D. J. Williams
Major Wright
Wootton
Nate Collins
Matt Slauson
And there’s more but there mostly depth. So the Bears have to make a decision on three CBs, a SS, two 3tech DTs, a DE, a LG and if you’ve been watching Bostic, then re-signing Williams or another MLB is probably in the Bears best interest. The Bears have far too many holes on this defense to justify a long term contract to the QB position. Especially with the weapons on this team.

We used to do a lot more writing around here than we have been over the last year. That’s mostly my fault. I’ve been dealing with pain for more than that amount of time. There’s always something to write about. It’s just a matter of doing it. And right now, I don’t have the energy or tolerance to look around and find it like I once did. Myles is just super busy.
For several months I ignored the pain and kept on writing at the same pace, but once I slowed down and learned that it least gives me some relief, it’s very hard to get back into it.
That said, I’ve switched to a standing desk. I’ve had four people suggest it over the last year: a doctor, physical therapist, Josh (from here) and berselius. I figured I’d finally look into it after brushing it off as nonsense for so long and it really does help. Not that the pain is gone and it may never be, but I can at least be at the computer for several hours without agonizing pain.
I’m just reluctant to start looking around for shit to write because I fear I’ll find it and then get worse.
Like Myles, I’m sorry for not being as productive here as you guys had come to expect over the last 10 years. I really do wish I could be. I miss it, but not so much that I’m eager to experiment when the result could be additional pain.
If you’re looking for an idea, I read yesterday that the Cubs were or maybe were interested in Tyler Clippard and Drew Storen. Hoyer has said that teams have inquired about Starlin Castro, but “they’re happy to have Starlin”. Also read the Cubs would consider trading a prospect in the right deal (duh!). Is it worth going after Shin-Soo Choo even at the cost?
There are several ideas worth exploring, but sadly, I haven’t gotten to any of them.

Michael Johnson, Brian Orakpo or Greg Hardy: This is where you use Cutler’s money. Not sure which of these guys are gettable, but they’d all greatly improve the CHI defense with a healthy Melton.
Other options: Anthony Spencer, Justin Tuck, Jared Allen. Even the second tier would be an improvement.
CB: Vontae Davis: Vernon’s brother is an underrated young CB that would fit well in CHI’s defense. I wouldn’t waste too much money on CBs in a Cover 2.
Other options: Tarell Brown (Lot of Texas guys on this list…), Alterraun Verner, Aquib Talib and DRC. Very good cover CBs, but that’s wasted money, imo.
S: TJ Ward, CLE. He’s the best safety most people don’t know. He’ll probably command some cash, though, since there aren’t many other options out there.
Other options: Kerry Rhodes is a very good player that many people think is gay. Possibly why he’s not on a team right now?

Ra’shede Hageman (MIN): I like him more as a 5T, but he’s an option to replace Melton.
Dom Easley (FLA): Would have been the first DT off the board before his ACL injury. If his medicals check out, could be this year’s Tank Carradine.

Trent Murphy (STAN): Don’t be fooled by his whiteness. He’s the best combination of potential and high floor at this position.
Kony Ealy (MIZ): Poor man’s Aldon Smith. Needs to work on technique, but CHI should be all over this guy.
Jackson Jeffcoat (TEX): Frame to add a few pounds. Needs to improve against the run.

Clinton-Dix (ALA): It’s him and then everyone else, imo. If you want a FS in the draft, make one out of a CB or take him early.

Just look for big, physical CBs in the mid rounds. Guys like Kyle Fuller (VT), Aaron Colvin (OKLA), Stanley Jean-Baptiste (NEB), etc.
I also think CHI is lacking a MLB to make their defense work. I thought Kiko Alonso was that guy for them last year, but BUF grabbed him first. Someone like ALA’s CJ Mosely or FSU’s Christian Jones would help immensely.
